Each country has its own conditions under which it is possible to import a puppy or an adult pet into the country. These conditions are BINDING and we must all comply with them.
You can take a puppy to some EU countries without a rabies vaccination, some countries have a valid rabies vaccine plus the time of immunization. (ie the time the body prepares against the attenuated / modified rabies virus in the vaccine. This is 21 days.)

UNDER THE EU, IT IS OBLIGATORY:
Microchip
Each individual must be marked with a chip. It applies to puppies that must be marked with a chip before traveling, as well as to adult dogs. The only exception is dogs born before 03.07. 2011, who can only be marked with tattoos.
Pet passport
It becomes part of any travel abroad. They should check it at the border, as well as have the right to read the dog's chip. It is a full part of every dog, it is characterized by vaccination, deworming, there are also columns for serological examination of antibodies against rabies, etc.
Before traveling abroad, a clinical examination should be completed by your veterinarian in your pet passport. This confirmation must not be older than 48 hours before the trip.
Some countries, specifically to Norway, Malta and Ireland, must also be filled in by a veterinarian in a pet passport for echinococcal treatment, ie deworming. It must be within 120 - 48 hours before departure and the date and time of deworming must be accurate in the pet passport.

YES, they can travel:
- Austria, Bulgaria, Croatia, the Czech Republic, Denmark, Estonia, Finland, Lithuania, Luxembourg, Romania, Slovenia, Slovakia and Switzerland.
NO, he must not travel:
- Belgium, Cyprus, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Malta, the Netherlands, Poland, Portugal, Spain, Sweden, Norway and the United Kingdom (Brexit is still being addressed).
